KEY FEATURES OF THE POST 2012 VICTORIAN GAMING INDUSTRY ARRANGEMENTS
The Tabcorp and Tattersalls duopoly will be discontinued during 2012 and replaced by a Venue Operator System
Approved Venue Operators will be able to bid for Gaming Machine Entitlements
The competitive bidding process for the allocation of Gaming Machine Entitlements is scheduled to be held in 2010
The Government has proposed a staged schedule for the payment of the cost of Gaming Entitlements
A Gaming Machine Entitlement authorises an approved operator to possess and operate a gaming machine in an approved gaming venue
Gaming Machine Entitlements will be granted for 10 years
All gaming machines will be required to be connected to an independent monitoring service
A new progressive taxation structure will be implemented that provides benefits for both clubs and Hotels
Existing clubs with gaming machines will have the opportunity to pre-purchase up to 40 gaming machine entitlements
The VCGR will continue to approve and regulate venue operator licensing
Ownership of club entitlements will be capped at 420 entitlements per club
Ownership of gaming machine entitlements by an individual or organisation will be limited to a maximum of 35% of gaming machine entitlement
Gaming machine numbers will remain fixed at 27,500 outside the Melbourne casino. The previous arrangements of a 50 / 50 split between clubs and hotels, at least 20% of machines in country Victoria and a venue limit of 105 machines will remain unchanged. Regional caps will also remain in place
